Vector Tutorial
So that's basically all there is to coloring it in. This is a "before and after" result.
After coloring it in, I like to make sure that I didn't miss any spots. So what I do is I fill in the "Layer 1" layer in with a bright, vibriant, unused color so that any spots I might have missed jump right up at me and I can go back a correct it!
Tip: If you find your lines too jagged or rough, go back up to your "Outline" layer and do Filter > Blur only once though! More than once make it hard on the eyes. I usually do this after I'm done my coloring. You can also resize your vector to make it slighty smaller. It might smooth some of the more jagged lines out.
Note: be sure to save often (Photoshop closed on me once, damn thing *shakes fist angrily*).

I went ahead and added some textures onto my vector :D
